What it does

Does the OREI UHD-EX165H-K work over a network switch or patch panel?

It is built for a direct cable run between transmitter and receiver. The maker calls for straight EIA-568B termination on both ends and recommends shielded Cat6.

Can it use Cat5e cable?

It can, but resellers note Cat5e is not recommended because of bandwidth limits and interference.

Does it need power at both ends?

No. One 12V adapter at the transmitter powers both units through the cable.
